Yes. It's been illegal for many, many years. Probably because of the fire danger (it's the height of summer on new years day) and the danger to people generally.
I lived in Amsterdam for a couple of years and the thing I remember most is the massive amount of fireworks going off on new years eve. It fascinated and frightened me at the same time.
